The ATLAS Investment Barometer aims to measure and track investment flows into Africa’s agricultural systems, consolidating and harmonizing data from existing sources.

Launched at the ATLAS Mava Forum — Rabat, June 2026 in partnership with Boston Consulting Group.

Investing in African agriculture can close 30-50% of the global SDG gaps

Yet, African agriculture still receives less than 3% of global agricultural investment. Progress remains far too slow

SDG1: 55% of people in poverty are in Africa and dependent on Agriculture
SDG2: 60% of acute insecure people live in Africa
SDG13: >40% of displaced migrants due to climate shocks will be Africans by 2050.

<3% of global ODA and <5% of total investments in the continent

We are still far to achieve $100bn objective by 2030 to ensure food security, sustainability, economic prosperity and global stability:

Total agricultural investment in Africa reached $48Bn in 2024 — up from $41Bn in 2019, but still 42% short of the $100Bn 2030 aspiration. Public expenditure grew steadily (+6.8% p.a.) while private investment declined (-1.2% p.a.), falling to $22Bn. Development finance, the fastest-growing source (+10% p.a. since 2019), is now expected to contract due to ODA cuts in 2025–26.

This will require scaling up funding across all sectors (public, private, and development) to address underinvestment in African food systems

WHY Do We Need an Investment Barometer ?

Fragmented, multiple sources of information

Need for consolidated view of existing investments into agriculture from multiple to a single source

Short term data focus

Need for a long-term view to understand evolution of agriculture investments

Limited data granularity

Need for a segmented and detailed view of use of agriculture investments

Resulting in limited visibility on investment gaps and progress, affecting decision making and accountability

WHAT Will The Investment Barometer do ?

Create a centralized reference point on current African agriculture funding landscape

Keep track of agriculture investments progress, acting as an accountability mechanism including against set targets

Drive high-level decision making, offering a transparent and easy to read tool

Identify existing barriers to investment and spotlight investment best practices

Now in its second edition, the ATLAS Investment Barometer tracks the evolution of public, private, and development finance flows into African agriculture
